Well, yes and no. They make kites for all wind conditions... you could fly a big kite for days with very little wind, so very few waves on the water. You could buy a kite that is good for days with almost no wind (of course, that kite would be pure suicide if you tried to fly it on a windy day! Shocked
Plus, I don't know if you see how long the lines are on these kites - they fly HIGH, and the wind is higher up there.

So I could definitely see it being possible - in fact, if you picked the right conditions, you might have waves that serve as little jump ramps - that might be cool, lol!

...of course, I could also see it being like mogul skiing... a whole field of perfect little jumps - but then when it comes to landing, you are landing in a field of jumps without a real landing area. But hey, why not try? Cool
