Horrell atempts to ride bilevel top only?

I read this about Thomas in the July Alliance at the toe jam. Is this because he had no bottom deck? Or is he trying to do something new? Anyone witness this at the jam?

i think he might have. I know he was just riding a regular flat deck at the comp. I think it may have been the bottom deck to the bi-level.

i saw him riding the 06 bi level at toe jam so im not sure
