how do i keep the rail from rolling

if im using barrels to keep my rail afloat do i weight the underside of the barrels to keep it form rolling upside down or should i make the bottom out of two barrels side by side? any help would be great.

attach a rope from the underside of the rail and on the other end tie the rope to a cinder block

sorry it will flip for real we tried 2 barrels one at each end with water in them and it did not work.
