You aren't supposed to use those screws. Mine came with 20 of the other screws. 16 of which were used to connect the two boards together and the other four for the fins.

Just an update: I decided to hold off on it until I can locate the composite decking material. I ordered some from Home Depot, but it should be another week till I have it.

Well, since the supplies needed state you need 7 posts and 7 brackets, I would assume there is only one bracket per post.
