Im gonna make mine a floating rail. Should I use styrofoam or plastic barrels?

neither...use http://www.buoyancyfoam.com/ ... this stuff is super floaty, and is uber durable..use that

nate_, ive thought about buying that before, but it was way too expensive for me $82 for a 48 inch long piece, for those of you who dont wanna check the link

ImSoWakested, yeah it is a bit pricy...i dunno i always make rails with the intention of keeping them going for a while, so it might be a smart idea to invest in something a little more durable, as opposed to styrofoam that will quickly deteriorate..but thats just my $0.02

Plastic barrels...they're a helluva lot more durable and you can can fill them partially with water to give your rail a bit more stability. You can also get them free if you try hard enough...phone up service stations in your area and see if they have any kicking around they might be able to give you. I found mine at the local dump, so that's another option as well.

You will almost always have to pay for Styrofoam, seeing as if you do come across any used stuff that has been thrown out, it's been thrown out for a reason...usually because it's waterlogged/in some other shizzle condition.

The only downside to barrels is that they're harder to attach and you will probably want to spread them out a little bit more to give your rail more stability, which means you'll have to skirt the rail with plywood or whatever else.
