I took two 10 ft sections of pvc and bolted them together. Then we drilled big holes through the pipe and put some rope through them and tied the pvc down to some black plastic floats i have. In front of my house theres a shallow spot that comes up to around 4 ft, and we used four cinder blocks, one on each corner, to anchor it in about 5ft deep water. I leave the blocks out there and just tie the rail down with the ropes that are already out there, it works pretty well but 10 feet isnt really long enough, so im gonna work on that next summer.
